In 1997 I had the opportunity to create my first Web index, the University of Texas at Austin (U.T.) Policies and Procedures Web Site. The Web index is an outgrowth of the original online version of the policies and procedures (TxPoly), a project that started in the early 1980s. The text files were provided to me by a U.T. programmer. I converted the ASCII files to HTML, formatted all the text files, and inserted anchors for the index entries. I edited my original index files and inserted the links for the anchors placed in the text files. Unfortunately, the University recently decided not to maintain the index, but the policy manuals are still available online.
